The challenge
A visit was made to Sulzer, Dowding & Mills (Sulzer) site at Bromborough, Wirral, Merseyside on 3rd August 2015 to consider compliance in respect of the Dangerous Substances and Explosive Atmospheres Regulations 2002 (DSEAR).
The DSEAR focus is primarily upon arrangements for flammable substances that may arise in the operation of purpose-designed varnish tank, ovens and paint spray facilities used for refurbishment of motors and other machinery repairs. Other specific areas included portable gas cylinder and general flammable storage arrangements on-site.
The solution provided
Given that complete eradication of flammable or combustible material is inappropriate for site operations, the primary basis of safety adopted requires avoidance of ignition sources in areas with a potential for flammable atmosphere.
Where hazardous area classification applied was generally identified as within the confines of plant or immediate surrounding areas to minimise potential risk of harm. It was stressed that adequate ventilation is also important to minimise fire and explosion hazards associated with potential flammable atmosphere development in enclosed areas. Management were advised that both general ventilation and localised extraction needed to be improved in some plant areas.
A full survey report was completed and presented to management for comment; included in the report was clear guidance on the areas of improvement that needed to be addressed.
