The Challenge
A request was made to by PDP Green on 14th May 2020 to consider compliance with the Dangerous Substances and Explosive Atmospheres Regulations 2002 (DSEAR), incorporating Amendment 1: June 2015, for a new diesel mechanical transport fuelling installation.
The proposed site was at the Royal Marines Commando Training Centre, and the proposed installation consisted of an above ground fuel tank and dispensers, sited in an existing refuelling compound.
The Solution Provided
A detailed design review was undertaken of the proposed construction and operational aspects from which hazardous area classification was identified to management. The detailed report covered all aspects of necessary control measures identified in the review, and a number of recommendations for improvements to the already extensive safety controls were proposed to the design. Importantly the report covered all key parts of the DSEAR hierarchy of controls: reduction of quantities, minimisation of release, minimisation of hazardous areas through ventilation, minimisation of ignition sources, etc.; plus mitigative and organisational measures.
