The Challenge
A visit was made to LB Barnet’s new transport fleet depot to consider compliance in respect of the Dangerous Substances and Explosive Atmospheres Regulations 2002 (DSEAR).
The site is an new commercial vehicle maintenance and repair facility. The DSEAR focus is primarily upon arrangements for flammable substances that may arise in the operation of purpose-designed workshop facilities used for repair and refurbishment of commercial vehicles. Other specific areas include potential sources of fuel, flammable storage and other site service arrangements.
The solution provided
DSEAR imposes a requirement to eliminate or reduce risks to safety from fire, explosion or other events arising from the hazardous properties of any dangerous substance used in connection with a work process.
A full detailed survey of site operations was undertaken to determine where any potential DSEAR risks existed, including storage and use arrangements, ventilation and ignition control measures, plus operational practices and the control procedures the employer was working with.
Where required, Hazardous Area Classification was confirmed and dimensioned sketches provided to pictorially show the type and extent of Zones to be applied.
All relevant site issues were considered and a detailed DSEAR report, hazardous zoning plan and series of recommendations were issued to management to ensure sufficient control of DSEAR risks is maintained.
