The challenge

An independent survey of ADM’s grain and pulses process plant at Long Sutton was undertaken in November 2018 at the request of the site HSE Manager. This was to ensure legislative requirements were being met.

The site buildings consist of steel framed structures with concrete floors and sheet or block walling, which house specialist processing and storage areas. There are also maintenance workshops, quality assurance, office, and staff amenity areas at the premises.

The solution provided

Routine plant operations involve potentially-hazardous substances but are not especially complex and have purpose-designed process controls. There is also storage and handling of flammable and combustible materials (dusts), but no significant dispensing of flammable liquid or gas applies on-site. Additionally, accumulation of some combustible / flammable materials, including waste, added slightly to the residual DSEAR hazard at the premises.

The survey and report discussed areas such as Bulk LPG storage an dispensing, gas cylinders storage and use, bio-digester/septic tanks, vehicle fuels storage, dispensing and vehicle workshops, grain intake, handling, cleaning and dust collection.

The report clearly laid out hazards from normal and abnormal operations, current controls, and where required, further recommendations for steps towards DSEAR compliance, using both technical and organisational measures.

Additionally, Hazardous Areas for all grain and pulses processing plants were overlaid onto existing site CAD drawings.
